I've been trying to collect "special" Canadian prefix QSL cards for many years for their "Maple Leaf Award". I've tried letters, SAEs, SASEs (with Canadian stamps, of course), IRCs, "Green Stamps" (both American and Canadian), with so-so results sometimes. The VE4 area (Manitoba) has been particularly difficult to get cards from, sometimes - such as the CG4, VG4, etc. prefixes. Most guys there are very good with a quick reply, but a few have just plain refused to provide any kind of QSO confirmation whatsoever.
I have my DXCC #1 Honor Roll plaque (worked and confirmed All DXCC countries), and have gotten direct cards in and out of places all over the world, including many places where mail theft and pilfering is rampant. But Canada has been the most difficult, by far, sometimes.
Go figure.....
