But then that shows that the written test doesn't insure good operating practices either.  Might be time to eliminate it.  Actually, the written test is a worse filter than the CW test.  If someone is on 75 meters today, they have had to pass only 1 CW test, but at least 2 written tests.  I am also sure that there is plenty of poor operating on 2 meter FM and repeaters, but most of us never hear it, nor does the FCC unless someone files a specific complaint about it.  And if you look at most legal actions take recently by the FCC, they involve VHF of UHF FM operations.
