John's point is not that allowing HF access for entry-level licensees is bad 
but that the ARRL has allowed, even encouraged by their less than thorough 
training materials, Technicians to stagnate on 2-meter repeaters.  The 
prevailing attitude seems to be that we aren't "real hams" unless we do HF 
CW.
