As a former Alaskan ham (ex-WL7M), I can say that when the band was open, I 
would work literally thousands of people on 6 meters.  Everyone who sent a 
QSL with a SASE got a direct reply within about 48 hours at the latest of 
my receiving their card.  If the card arrived without the SASE, my reply 
was certain, but it went via the bureau.  Yes, 37 cents ain't much, but 
when you multiply it by the huge number of hams who want a QSL, it adds up.

I did make some exceptions, as when I could ascertain that the new ham was 
very young - I remember the days when 37 cents was a bunch of money - then 
again, I date myself back to being licensed in 1961 by saying 
that.  ;-)  They got direct replies as well.  I am still receiving requests 
for the WL7M card - and happy to oblige.

It was through the cooperation of the hams in the lower 48 that I managed 
to work all states in November 2002 within 30 days - I figure that they are 
entitled to a card.
