[50mhz] Simplex below 51 Mhz

Of course below 50.1 is CW only, for U.S anyway. I was asking about below
51.0
Apparently you missed the point of the question, FCC grants FM privileges
from 50.1 and above, clearly I'd like to abide by weak signal users, digital
etc. The ARRL band plan calls out FM portions BELOW 51 Mhz which is why I
asked for a concensus on what is really happening on the bands. So now I
have to ask, where exactly IS the FM portion of the band?, and according to
WHO?
