Hi Lance:

The energy levels seem to be so high and in band that you could
treat it like a "fox" on a hidden transmitter hunt and use
DF techniques and maybe a couple of 6 meter HTs with step
attenuators and track it down.

The tones do make it sound like its a commercial unit - paging
of some sort.

Please post the solution once you discover what it is. Very
interesting!
