  Hmmm... looks to me like you might be best off with a few Motorola Minitaur pager/receivers. I know that they make them for
the low band (I have heard of one fellow that tweaked one up to 52.525, I don't know *why* but he did :-)... there's a switch
on top to go between COR (normal squelch) and page mode, and I think they can do something with the PL as well. I haven't
played with one in a while.

  Anyway, if you want several dedicated receiving radios, brouse around on the "bay" or some of the commercial for-sale radio
lists.

  Now, getting the audio all together would be a different trick. :-)
