Running a KW,  had a couple of neighborhood interference problems on the 
local cable system here in Milwaukee. I called and talked directly to the engineer 
in charge. He came out personally with a tech, and found in each complaint a 
bad ground, faulty drop cable or  cheap or loose off-brand interconnect cables 
between VCRs, DVDs, etc. They made up proper interconnects, tighten or 
replaced hardware and my problems were solved. 

I had a nice chat with him and he offered to intervene on my behalf should I 
get anymore complaints. I  invited him into the shack to show him my set up 
and while demonstating we found a couple of significant channel 18 cable leaks. 
I got out a local map and using the 18XXX I drew lines from my QTH on the 
heading of the interference. A couple of days later he called and thanked me, 
stating that they found some substantial leakage from hardware and a couple of 
improperly installed "bootleg" boxes. He has enlisted me to check frequently and 
report directly to him. It appears that yearly, the FCC does a flyover and 
determines area leakage levels and there are minimums that must be maintained so 
any information can be a great help.

Last April I invited him to be a guest speaker at AES Superfest to talk about 
Ham interference to Cable and Cable Interference to Hams, problems and 
solutions. There was standing room only and he was able to enlists some more 
"leakage finders".

If you can get to the engineer and he is reluctant, give me an e-mail and 
I'll give you the name and phone number of my local Time-Warner guy. I'm sure a 
phone call would enlighten him. Be sure to mention the fly-over and FCC 
standards thing.
