[2m] Kenwood TR-7950 question

Hi, would anyone be knowing if the following network that is in the kenwood 
tr-7950 circuit, right before the antenna, is a matching network ? or is it 
a low pass filter ? I am thinking L8 and C24 make a matching network but I 
was wondering if all three make up for a low pass filter.
