[2m] "S-meter" reading on Kenwood TR-7950

When in transmit mode, if the S-meter LEDs go into the red zone, would it 
mean that the radio is getting high SWR ? or is it just the opposite - there 
is low swr(higher power output) ?
Am confused because when it goes in the red zone, DC current consumption 
drops. As the LEDs go back into the green zone, the current
rises and if I am correct the radio will reduce power if swr is greater than 
1.5 . Any help appreciated.
