 222 MHz Transverter for the FT-817 -- updated

I stopped making PC boards because some key parts were no longer
available.  However, we recently located a stash of Power
Amplifier Modules and Toko filters at attractive prices.
Before making more boards, I updated it to Revision 3 with
more options to improve flexibility and reduce part obsolescence.

Some of these include:
- configure for use with Flex-1500 SDR
- external LO for exact frequency
- modify for 144 or 432 MHz
