Steve, do you know about the Navy Satellite Fence?  Operates with very
highpowered (>100kw CW) on 216.98 mhz. A number of transmitters approx at 30
degree lat across the US; got details is you like.  The beam is straight up,
fan shape, about 1/2 degree N/S.  When the moon's subsatellite point crosses
the beam, the signal can be detected with rather simple equipment (just
sensitive and low noise) as the beam is reflected off the moon's surface
back to earth.  Been working with a guy out in Texas who is pretty much an
expert.  Maybe I can drag him in here.  Maybe kick up some interest.  Be
good for checking receiver end of equipment.

He has a program he wrote that tells when the moon is in the right place for
given lat long of receiver sites.

What do you think?
