Thanks again! The thing that was throwing me off in searches 
was including "Racal".

It turns out that a search for the words separately yielded 
better results.

Omitting the name Racal and searching only for "Cochrane" 
and "navigation" produced a result:

They said they have three transmitters still active in the 
1700kHz range along the Gulf Coast, so it well might be 
them. They will check their transmitters over the next day 
or two.

The transmitter actually causing the problem is on 1765-1768 
kHz most of the time, but is moving around. When it jumps 
frequency the stuff on 160 appears.

I'm still not positive this is Cochrane's rig, but it looks 
like a good lead. Thanks for your help!! We'll see if it is 
indeed them!
