Tom,

Thanks for the thoughtful and responsible approach to explaining the "think tank" proposal.  I cannot imagine the FCC supporting such nonsense.  I have hesitated posting a response to RM-11306 because I do not have a complete understanding as of yet.  I'm still formulating my opinion in order to express it thoughtfully.  But I can express my negative opinion of RM-11305 and fully intend to do so very soon.
