want to understand what it is we are petitioning. Why would I be at the
mercy of other wider operators if the bands are segmented based on 
bandwidth?

It does not sound to me like there is NO regulation, only a change in 
how the band is regulated, can someone explain to me how I have this wrong?
The petition clearly states sections of band for signals 200hz wide, 500 
hz wide and so on. How does this negativly impact me? If I do choose to 
operate CW it means that no RTTY signals should be in that section of 
band as they are wider than 200 hz.
