About the same as putting a 20M dipole 2-3feet above the ground. Maybe
worse. I or someone else could put it in EZNEC and try to see what
numbers it produces. Problems with being so close to the ground (in
terms of wavelength) is most of the simulators are not able to give
accurate answers.
