I'd just as soon have a legally  mandated cw sub-band on 160M and 
frequency limits within all bands for contest operation.

However, in reference to ARRL band plans, they are generalized rules
for normal times, normal operation.  In reference to the ARRL plans,
should you not work cw stations on 7.040 during a cw contest since the
ARRL band plan says that it is the RTTY DX frequency?  Should you
not call cw stations between 14.070 - 14.095 during a contest since those
are "RTTY frequencies?"  Likewise should RTTY operation be forbidden
outside of that range during a RTTY contest?

When did the CQ 160M phone contest become an ARRL sponsored contest.
