This sounds almost familiar! Do you remember the "Russian Woodpecker?" (OTH radar in the HF bands from a couple of decades ago.)
I am not positive, but this sounds like it might be a resurgance of, or a variance of, that.
I also remember what many did to 'chase' them off of the ham bands!
See if someone near to you can pick them up and decode them with a rtty or other digital program.
If they can't, try and see what happens if they send a simular signal back to them. If it disapears real quick. . . .   
 
Try sending just a callsign several times pause and repeat, and see what happens.
 
This might be someone trying out a new form of digital signal. Maybe they will contact you in another way and you can get the right program to decode it in the future. 
 
Though if it is also outside of the 10M ham band, I suspect my first thought might be correct.

A few times over the last 2 weeks or so, I have been hearing
what sounds like RTTY signals beginning at about 29.459.
Several such signals are spaced randomly up to just below 30
MHZ.

This occurs when I come in from work, around 21:30 UTC, and
when the band is open toward the Pacific, especially toward
Japan.

None of these signals are as strong as the SSB and CW
activity that is lower in the band.

While I don't do RTTY, and don't have anything that might
decode the signals, I'm curious to know what they are, and
where they are coming from.

Any ideas?
