As it should. The S meter reading is determined by the mount of AGC 
voltage being generated to "level" the received signal. With the AGC off 
there is none to show, but try turning your RF gain down (CCW) and watch 
the S meter indication rise as you adjust the control. Then tune around 
on a band with some noise and the RF gain down far enough to reduce the 
noise to almost nothing and hear the signals pop out. You may need to 
jack up the AF gain a bit to get a listenable audio level. This is the 
way I operate on 160-40 meters most of the time. It's a lot easier on 
the ears, but you do have to ride the RF gain control a bit while 
scanning the band or listening to different stations in a roundtable.
