I can answer some of my own questions that I previously asked the group on the local oscillator frequencies out of the DDS CAR unit. 

The LO freq. from the DDS CAR unit  are: 
USB   453.5
LSB    456.5
CW     453.0

The above is with the DSP ON or OFF.   So those are the correct frequencies for non DSP operation but THEY ARE NOT correct for DSP operation.  For EDSP operation they should be: 

LSB= 466.74   (466.74 - 10.24) to mix with the incoming 456.50 KHz

For USB= 463.74   (463.74- 10.24) to mix with the incoming 453.50 KHz

So it looks like the DDS CAR is not getting the correct  input to switch.  The DDS CAR unit correctly switches for USB, LSB and CW but does not switch to the correct LO frequency for DSP operation.

I checked the inputs into the DDS CAR and there is a pulse on CK3, DATA3 and ST4.  Does any one know which of the three switch the DSP LO ?

I do not think the DDS CAR is faulty as it works OK on regular LSB, USB and CW
