Also, I checked my radios, and sure enough they both have it at
25.019 and 25.038 and drifting up. About S7 on each.

I got this from WWDXC did some searching and found the chip marked R0083 in 
the bottom of the MP1000 is the culprit.
Nothing to do with the front panel at all.
Now to solve the problem 10 years on.
