No. It means Intercept Point Optimization. The easiest way to improve 
the intercept point of a receiver is to reduce the front-end gain, as by 
bypassing the preamp. This action affects the minimum discernible signal 
(MDS) adversely, but can help the receiver deal with potential overload 
conditions.

Many manufacturers go the other way: Run without a preamp as the default 
and let the operator turn it on when more gain is needed.
