Yes, disabling MixW's use of CAT would eliminate the serial port conflict.
You should be aware that there are several free applications that support
the simultaneous use of transceiver control, logging, and digital modes. At
least one of these works with MixW.

Another solution, possibly, would be to disable one CAT function, and the
other should work ok.
Does that make any sense? The CAT portion of MixW could be disabled, and
not really degrade it's
usefullness, thereby opening up the DXbase portion for rig control.
