I had a similar problem some time ago. It turned out that my Mark V required
signal levels higher than my laptop USB/serial port convertor would provide.
The result was that it would not respond at all. Finally, I hooked it up to
a regular serial port on my old Dell, and it has worked perfectly since.
In response to my frustrated query, someone informed me that the 'RS232'
standard was so full of holes that such behaviour was not unusual. In any
case there was(is) simply no way that I can get sufficient signal level from
my Toshiba laptop USB port to operate the CAT.
Perhaps a different USB/serial port converter might work - worth a try if
you have not got a 'puter with a serial port - but the key will be in the
actual serial port voltage levels that it produces.
