Most likely VCO #3 is out.  You can confirm this by noticing if you can 
receive 18 MHz on the sub receiver.
I have the same problem on mine and have not gotten it fixed yet.
The service manual has a procedure to check the vco voltage at a test point 
on the "local" board.  On mine I got correct voltage readings on the other 3 
VCOs but #3 was pegging the voltmeter at 13 volts and did not change with 
frequency.
If luck is with you, you just tweak the capacitor associated with that VCO 
and it will snap back into oscillation.  Mine didn't.
