[1000mp] FT-1000MP No power output

I have a ham friend that has no internet access that also has a 1000MP. The meter on the radio says it is putting out 100 watts but the Daiwa and MFJ watt meters say otherwise. In CW keydown into a dummy load, it will put out about 15-20 watts. Any ideas what went wrong with it or at least a good direction on where to start? 73's de KC0THF/AG
