Yes. Its caused by the spikes that the fan generate on the 13V supply.

It's not usually noticeable on the transmitted audio if you use a low 
impedance mike (600Ohms), but it is there if you use a high impedance 
(10K) mike.

It's more noticeable on receive if you zero beat a carrier or listen on AM.
