If you are using USB, you are using AFSK (AUDIO TONES).  Unless
the FSK connections is properly made you will not get shift for
FSK.

Again, the transmit data MUST be properly connected/configured to
use FSK.  Why don't you call then customer support people at
RigBlaster and ask them how to properly connect their product
for FSK?
