Ed,
The Protect Circuit on the FL-7000 is very aggrivating. But, Yaesu released an update with modifications to eliminate most of the problems. Try doing a search for "FL-7000" on your favorite web browser and you should find it posted somewhere -- perhaps on <www.mods.dk> for one place.
Also note that the FL-7000 works fine with a higher power driver by using the attenuator pad that can be switched from the rear panel of the amplifier. I believe that the manual notes the use of the amplifier with an FT-1000/D at a full 200 watts output. That is kind of overkill but before I did the protection circuitry modification on my own FL-7000 (now gone), I ran my Mark V at 200 watts output with the pad and it worked fairly well. But, in the end, the modification is the real answer. After that, I ran less than 100 watts into the amplifier and had no problems.
