[1000mp] Inrad Roofing Filter Install

I am installing the Inrad Roofing Filter in a new Field and have encountered
a problem. I soldered the pins onto the audio board as per the instructions
and installed the board. I noticed the sub-receiver was more sensitive and
checked the voltage on the pins on the Inrad board and discovered that it
was only about .300 volts. I removed the board and checked the voltage and
found that it was 2.8 volts (supposed to be 5 volts according to the
instructions). I unsoldered the pin and resoldered it to make sure I didn't
have a bad solder joint- same results.

Any ideas???
