We found a ground strap similar in description to what
you found loose at one end in one of the FT-1000MP
transceivers at the Signal Point PJ2T station.
It was on the RX2 board on the right side of the radio,
at the top-right of the board (near J8002). There's a
large open shield box there, and this piece was supposed
to be soldered to one of the sides of that box to ground
it. The other end was a "trapped fit" under a mounting
bracket at the top of the radio.
I recall that this was an aluminum strap, though, and not
obviously brass colored. Width was about 4mm, but it was
much longer.
Something to look at...
