Dennis,
Make sure the small coax connectors are fully seated. It's easy to get the
center pin misaligned and that keeps the thing from being fully mated.
Someone else recently had a similar issue and reseating the coax solved the
problem. Apparently, there's enough signal getting through to hear, but the
open center conductor is keeping the signal levels too low. Look at some
other coax connections in the radio to check how far into their female
sockets they are inserted, than compare with the ones you did on the filter
board. Good Luck!
