Thanks to all for the suggestions.

I tried adding a 2N2222 as per W4TV's suggestion. It brought the PTT voltage
down to .7 volts- still not quite enough to key the radio.

For the short run, I'll use a 50 ohm parallel resistor- VE3YV said he has
been using this method for 3+ years without any ill effects. At 13.5 volts
during standby, the resistor is dissipating about 1/4 watt- not very much.
