Scott this was also a frustrating situation with my old FT1000MP but I think I now have a fix, I am using the USB USER setting (Menu 8-6) and set the Mode=USB, DSP-Offset = 0.000 R-PLL 0.750 R-CAR 454.250 which is 750Hz below the standard 455.000 and T-PLL to 1.500 which is the center of the USB Transmit filter and T-Car of 453.500 again which is a 1500HZ difference. The transmit USB settings are the default settings for USB transmit.
Those settings give me a center frequency of 750Hz on all of the selectable filters. I wanted this for the Olivia mode of operation which run in an audio decode value of 500-1000HZ range on the low bands and a 500 to 1500HZ on the higher bands. Obviously I can't use the 500 selectable filter when I am running the 1000HZ width but when I am on 80 or 40 meters I can use either the selectable 500Hz filter or use the DSP filters which provides me a center frequency of 750 and a width of 500 to 1000Hz. Sometimes I use both. I can select both or either the crystal filters or the DSP filters.
IF I understand your frustration you need a center frequency of 1120 which is 1/2 of the 1070/1270 low tones. The narrow DSP should be auto set when you are operating in the PKT mode but you are right that when in the SSB the DSP filters are set at a center of 1500HZ. Standard default passband center under normal USB mode.
So I recommend that you set the user mode for USB, R-PLL for 1.120, the R-CAR for 455.000 minus the 1120 which is 453.880 and the T-PLL to 1.500 and a T-CAR of 453.500
You can see this effect on any of the standard sound card digital water fall displays, set the sound card in volume to give you a color display and then engage the selectable filters as well as the DSP filters and you will be able to tell exactly where your receive center frequency is.
All of my recommendations are based on what I have experienced with the older MP and not the newer MP's but I think that once you play with the R-PLL and R-CAR and view the results on the water fall display you can make and settings necessary to shift the filter passbands up or down.
Let me know how you make out, hope I have help a little.

I have my rig setup for Pactor, AMTOR, etc. with 1070/1270 tones (center 1170) and for USB operation (MARS) with the User settings and it is frustrating to not be able to use the narrow EDSP filtering. Oh, I can use it with MixW soundcard, because I can tune the freqs and then shift the soundcard frequencies - but - would like to be able to use with my KAM XL TNC.

I'm assuming that the packet tones settings affects where the center bandpass is placed in the various IF filtering and wonder if setting the tones lower would then mess up how they are passed by the various physical i.f. filters? (My filter slots are fully populated with Yaesu filters for 2.0/500/250.
