I really think the sarcasm is unwarranted.  While it may have earlier 
antecedents, the term "skin" is in broadest current usage to refer to the 
onscreen appearance of various "jukebox" programs that play back and record 
MP3 music files.  Some of these programs have upwards of 100 skins 
available to customize their appearance for each user.  Hence a computer 
program to control any radio could have a skin that approximates the look 
of  the radio, or it could have another skin available that makes better 
ergonomic sense when used onscreen with a keyboard and mouse.
