[1000mp] sticking relay problem

KD8TO suggested "I suspect that if we were to poll everyone on the reflector 
we would find that the 'sticky relay problem' may be something experienced 
by 1% or less of the readers."

Speaking from personal experience, two out of two of my late vintage MP's 
showed it.  We've discussed the issue several times over the years and don't 
want to rehash what can be pulled out of the archives.  Just want to say 
that some hams might not notice the problem (even though they have it) or 
they might think it's propagation that makes received signals seem weak at 
first and then stronger - but the bottom line is a lot of the MP's out there 
occasionally suffer from this problem.
