I would try putting the dummy load out at the end of the coax, to verify 
that it's not breakdown in the coax or (more likely) in one of the 
connectors.  I have had a number of episodes where feedlines were fine at 
~100 watts but would go flooey (technically speaking) at 12-1300 watts.  In 
each case it turned out to be a connector (water infiltration or lousy 
soldering).
