50uV at 50 ohms for S9 is the defacto standard. It can also be
expressed as -73dbm.
Elecraft has a new low cost oscillator kit (XG1) that outputs a 50uV
"S9" signal on 40m if folks are looking for an inexpensive S-meter
calibration tool. I haven't tried one yet but they are rumored to be
pretty slick.
