The specs (i.e., "2.0 ppm", "0.5 ppm", etc.) are not measures of accuracy
as Dale states.  They are measures of stability (amount of frequency
drift of the oscillator with a change in temperature of one degree C).

The accuracy of any oscillator TCXO-4, -6, or whatever) is determined by
how closely you adjust its frequency.
