I find that with the radio set for ~100 watts output (to drive an amp) the 
fan runs much less of the time, which tends to confirm this.  I also have a 
small muffin fan mounted right behind the heat sink to help exhaust the air 
from that area, and it's my impression this helps the noise situation too.
