What's the internal power supply voltage metering show to be?  
Does it really drop low when you key the rig?

If there is a common problem to both rcve and xmit ... and there's
no isolation of the problem by changing bands <and the respective
bandpass filters> ... then something "common" to both sides of the
picture must be where the problem lies, as it doesn't sound like it
is totally RF-related ...  As in power supply? Or a common IF stage?

<trying to guess this remotely is tough ... sorry>

Look BEFORE the A B antenna switching, before the SWR monitoring
circuits, and before the RCVR ANT switching, and where/how the antenna
is split over to the SUB RCVR. Yet, all that would be primarily RCVE only.

The XMIT is still way down ... yet ... the SWR does not appear HIGH to
shut the rig's power output down.  What does the final PA "V" and "I"
amounts equal?  As to power in verses power out ? Like 200 w INPUT
and 20 watts out. Now, if the metering is indicating only 40 to 50 w of
INPUT and 20 to 25 w OUT ... then that might be another clue to ponder.

Just trying to help you find a clue that leads to resolving this ...
