Hi Bob,
The operation you describe is correct; there is no problem.
If you turn off the VL-1000 RF unit, but leave the VP-1000 PSU
powered up, the ANT1 relay (RL7001) on the ANT-SW Unit board is held
operated by default, thus maintaining the receive signal path via the ANT1
socket. The INPUT 1/2 selection relay (RL4003)on the Divider Unit board is
non-operated, maintaining the signal path to the INPUT 1 socket.
If you power down the VP-1000, RL7001 releases and opens the receive signal
path. Therefore, you will need to leave the VP-1000 powered up to keep the
receive
signal path open. This has the added advantage that the auto-routining
feature will exercise all relays in the system for contact-wetting
(cleaning) purposes.

I was under the impression that with all power off the Input 1 and
Antenna 1 were connected to allow the use of the radio without
having power applied.
On mine I find that the power supply switch must be on to connect
the antenna to the radio.
Is this correct or do I have a problem.
