It sounds to me like you have a pretty good single point ground for your 
equipment (important for lightning protection, primarily).  Why have you 
come to the conclusion that the tvi problem you have is related to the 
grounding?  You have an antenna on the tower that is right over top of all 
your equipment.  It is blasting huge amounts of RF into everything, because 
everything is in the near field.
This is going to be tough.
