Actually, the FCC bases enforcement of the occupied-bandwidth provisions in
Parts 97.307 & 97.307a on guidelines contained in ITU-R Recommendations for
emission type J3E in the Fixed and Mobile radio services. The amateur radio
service falls under these headings.
As a signatory to the ITU radio treaties, the U.S. is bound by the
International Radio Regulations.

Just for info ....... There are NO rules in part 97 regarding bandwidth in
any phone mode. You can run whatever width you want. Just as long as it
falls under "good amateur practice" which can be interpreted in many
ways..... I interpreted it as 3khz to 4 khz for SSB.........As my MP runs a
SSB Bandwidth of 3.3khz in the analog mode thanks to Art Collins filters !!
