[1000mp] Can't adjust FT1000mp vox delay

The CW hang time is a menu item, 7-5. The pot is hang for SSB. 7-5 varies between zilch and 5.1
seconds. Default is zilch. Don't get these confused with 7-4.
7-4 is not hang time. It's the setting for the CW delay line, which allows time for amp switchover
relays, etc, to settle, before the CW power hits the circuit. The sent CW is continuously delayed by
this line, up to a maximum of 30 ms, while the ground impulse on the TX GND jack is not delayed.
Default is 5 ms. Open impulse on TX GND is delayed by the 7-4 amount to prevent applied power while
relay is opening.
