Here is the answer I received, for those interested...
************************
s/n 0E71xxxx is March (?) 2000 production. My original FT-1000
is s/n 0H070342. It was production lot number 07 ... the one
you're looking at was production lot number 71.
K7JA, Chip confirms the latest FT-1000D would have lot numbers in the very
high 60s
or the 70s.

Ask the owner which version software comes up on the screen when he does the
Las Vegas initializing on the display which you do at time you turn on the
rig with a couple of keys being held down. It is described in the manual.
If it is version 6, it is either new or updated. If it is other than version
6, it definitely is a 1990 model.
Tried this several times and convinced the owner his unit was not as new as
he claimed, but he wasn't the original owner either and had been snookered.
Good luck.
Best way to avoid the problem is to buy a 6-7-8 prefix serial number. Then
you'll know at least the year it was built.
