[1000mp] Tuner quirk

Very interesting..............

Maybe, just maybe.......it has something to do with the construction of  Low
Pass TVI filters. Inside are lots of small inductors and capacitors. As the
tuner sweeps, it sees those inductors and caps. It can't handle all the
phase changes.
