You could maybe test this hypothesis.  Store the tuner settings for a given
frequency with the TVI filter not in line.  Put it in, and see what happens
to the SWR (being careful not to set the tuner off retuning again).  If the
original tuner settings yield a decent SWR, then something like Kok Chen
suggests may be to blame.
